The templating engine has changed dramatically from phpWebSite 0.8 to 0.9. While 0.8 oriented itself on phpNuke, 0.9 got completely independent. phpWebSite 0.9 and 0.10 are the same in that regard and fully compatible, though.

I personally wouldn't touch theming if phpWebSite would still use the 0.8 way of doing it. It's too bloody complicated. Still, converting themes is possible, if you put your mind into it.

Essentially, themes in 0.8 were php-snippets mixed up with html. In 0.9, you have only html, with some templating variables in it. So if you have a screenshot of a 0.8 theme together with the theme itself, you can convert it with some effort. It will not look 100% the same as you're probably using different modules but it will come close.

Conversions I did include 1225AM, Cato, Shaffer and Tacitus.

Essentially, I kept the style.css, added things like bg_light, bg_dark, etc. to it and put the essence of header.php, index.php and footer.php into the theme.tpl of the new phpWebSite 0.9 theme. Then, I took what's in the function themeplugin of theme.php and made a boxstyle out of it.

You can put a lot more work into it, there's all kind of different functions in a 0.8 theme. But in essence, this should get the job done.
